Clarifying penalty kick rules

If the ball is moved before the referee's whistle, the referee shouldn’t blow the whistle. The kicker has sole responsibility for placing or adjusting the ball. Opponents must remain outside the penalty area, while the goalkeeper needs to stay on the line. According to Law 14, a goalkeeper must not distract the kicker. During kicks from the penalty mark (KFTPM), the referee has control of the ball, which must be properly placed by the kicker. The goalkeeper cannot approach the ball before the kick, and actions that delay the kick could result in a caution. If the goalkeeper is sent off, they can be replaced by an eligible substitute only if they were injured first. The goalkeeper must have at least part of their foot on or above the line at the moment of the kick. If they move off the line and the kick is saved, it results in a retake rather than a caution unless the behavior is persistent.
